Buffalo, N.Y. — A 34-year-old woman has admitted her role in a violent, fast-moving drug network that flooded parts of Erie County with lethal doses of heroin, fentanyl, and butyryl fentanyl. Lisa Holmes, of Buffalo, pleaded guilty Thursday to conspiring to possess and distribute narcotics, including cocaine and synthetic opioids, during a six-month spree in 2019.
Holmes stood before Senior U.S. District Judge William M. Skretny and entered her plea without a deal, exposing herself to the full weight of federal sentencing guidelines. The charge carries a maximum penalty of 30 years in prison and a $2,000,000 fine. No cooperation agreement was disclosed, signaling prosecutors may seek a harsh sentence.
According to Assistant U.S. Attorney Misha A. Coulson, Holmes sold narcotics on six separate occasions between April and May 2019 to a confidential source working directly with federal investigators. These transactions formed a critical thread in a broader conspiracy that spanned multiple jurisdictions and involved coordinated deliveries of highly potent, often deadly drugs.
The investigation was spearheaded by the Drug Enforcement Administration’s New York Field Division, under Special Agent-in-Charge Ray Donovan, and the Hamburg Police Department, led by Chief Kevin Trask. Wiretaps, surveillance footage, and controlled buys helped dismantle the network that exploited addiction for profit.
Fentanyl and its analogs like butyryl fentanyl — a synthetic opioid up to 10 times stronger than morphine — have fueled overdose epidemics across Western New York. Authorities say Holmes helped move bulk quantities into street-level distribution channels, where even milligram miscalculations can be fatal.
Sentencing has been scheduled for a later date before Judge Skretny. U.S. Attorney James P.
