Council Bluffs Man Sentenced to 108 Months for Child Pornography
Council Bluffs, IA – In a harsh verdict, Ivan Dean Joslin, 20, has been sentenced to 108 months in federal prison for receiving child pornography, officials announced April 16, 2024.
According to public court documents and evidence presented at sentencing, Joslin met a 13-year-old minor in Council Bluffs, Iowa in May 2023. He exchanged phone numbers with the child and, at his request, received over the internet sexually explicit images and videos of the minor.
The case was investigated by the Council Bluffs Police Department and was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement, stating that Joslin’s actions are a stark reminder of the devastating consequences of child exploitation. After completing his term of imprisonment, Joslin is required to serve six years of supervised release, with no parole available in the federal system.
The Project Safe Childhood initiative marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims. As part of the sentence, Joslin will also be required to register as a sex offender, a requirement that will impact his life long after he serves his time in prison. The sentence serves as a stark reminder of the severity with which the courts view child exploitation crimes.
The case is a sobering reminder of the importance of online safety and the devastating consequences of child exploitation. It is a stark warning to those who would exploit children online.
We urge parents, teachers, and community leaders to take action to educate themselves and others about online safety and the signs of child exploitation.
