Davenport Man Gets 20 Years for Child Porn Charges

Davenport man Jacob Scott Watters, 24, is headed to federal prison for 20 years after being convicted of receiving child pornography — a grim chapter in an already tainted criminal history. On January 23, 2017, Chief U.S. District Judge John A. Jarvey handed down the 240-month sentence, marking a brutal end to a case rooted in the exploitation of underage girls across state lines.

Watters pleaded guilty on August 25, 2016, to one count of receipt of child pornography, according to federal court records. The plea deal laid bare a disturbing pattern: authorities in Merced County, California, flagged Watters in August 2014 after intercepting sexual chats and explicit images exchanged between him and a 15-year-old girl. That digital trail led investigators straight to his Davenport residence.

A search warrant executed at Watters’ home uncovered multiple electronic devices loaded with illicit content. Forensic analysis revealed he had been communicating with at least six other minor females, engaging in sexually charged conversations and swapping pornographic pictures. The victims ranged in age, but all were clearly underage — a fact Watters knew all too well.

What makes the case even more repulsive: at the time of these crimes, Watters was already a registered sex offender, serving state probation for prior lascivious acts with a minor. His status didn’t deter him — it seemed to fuel a cycle of predation that stretched from Iowa to California, exploiting the anonymity of digital platforms to target vulnerable children.

The investigation was a joint effort between the Davenport Police Department and the Iowa Division of Criminal Investigations. Prosecuted by the U.S. Attorney’s Office for the Southern District of Iowa, the case was handled under the umbrella of Project Safe Childhood, a federal initiative targeting online sexual exploitation of minors.

Upon release, Watters will serve ten years of supervised probation and must pay $100 to the Crime Victims’ Fund. His name now stands etched on the national sex offender registry — a permanent scar for a man who twice violated society’s most sacred trust. For the victims, justice has a number: 240 months. But for their families, the damage may never fully be accounted for.
