Ramon Leonard, 28, of Washington, D.C., pleaded guilty to strangling his former romantic partner not once, but twice, in April and October 2025. The attacks occurred at the victim’s residence and in front of Leonard’s home, after a verbal altercation and a night of trick-or-treating with their children. Leonard had previously been convicted of strangling the victim in October 2024.

The April 8, 2025, attack began as a verbal altercation that turned physical, with Leonard choking the victim by putting his hands around her neck. The victim managed to flee to her leasing manager’s office and called 911. The second attack, on October 31, 2025, was captured on surveillance footage, showing Leonard choking the victim in front of his residence.

Leonard was arrested on November 11, 2025, and has remained in custody since. He pleaded guilty to two counts of strangulation in the Superior Court of the District of Columbia. Sentencing is scheduled for May 28, 2026, before Judge Robert Salerno.

The U.S. Attorney’s Office for the District of Columbia announced the guilty plea, with U.S. Attorney Jeanine Ferris Pirro stating that the office is committed to holding repeat offenders accountable and protecting victims of domestic violence. The case was investigated by the Metropolitan Police Department and Special Agent Greg Nagurk.
