In a shocking turn of events, the family of 13-year-old Elaine Paulson has filed a $50,000 damages claim against Salt Lake City, alleging that the young girl’s death was a direct result of the reckless and negligent operation of Salt Lake City Fire Chief H. Bywater’s automobile. On June 5th, 1913, Elaine was struck and killed by Bywater’s car at the intersection of 9th East and 9th South streets.
