Elkins Woman Pleads Guilty in Meth Cash Delivery Scheme

Kayliegh Marre Hartley, 29, of Elkins, West Virginia, admitted in federal court today to shuttling $3,000 in drug proceeds across state lines—cash earned from the sale of crystal methamphetamine. The guilty plea marks a grim milestone in a years-long investigation into regional narcotics trafficking.

Hartley confessed to driving from West Virginia into Virginia in February 2016 specifically to deliver the illicit funds, a move prosecutors say was part of a coordinated meth distribution network. Her actions fall under the federal charge of “Interstate Travel in Furtherance of a Drug Crime,” a statute used to crack down on organized drug operations that span multiple jurisdictions.

The case, brought by Acting United States Attorney Betsy Steinfeld Jividen, underscores the ongoing struggle against synthetic drug rings in rural Appalachia. Federal authorities have intensified scrutiny on small-town networks that funnel cash and chemicals across state borders with alarming efficiency.

Hartley now faces up to five years in federal prison and a fine of up to $250,000. While the statutory maximum is clear, the actual sentence will be determined under the Federal Sentencing Guidelines, weighing the severity of the offense and Hartley’s criminal history, if any.

Assistant U.S. Attorney Stephen D. Warner led the prosecution, working in tandem with the Mountain Region Drug and Violent Crimes Task Force, a multi-agency unit forged to dismantle entrenched drug operations. Investigators say the case began with surveillance and informant testimony that traced the movement of both drugs and cash.

U.S. Magistrate Judge Michael John Aloi presided over the hearing where Hartley entered her plea. Sentencing is scheduled for a later date, as federal authorities continue to follow the money—and the meth—deep into the underbelly of West Virginia’s drug trade.
