LAROSE, LA – A Larose man is facing the consequences after federal authorities exposed a years-long scheme to illegally captain towing vessels using a doctored Coast Guard license. U.S. Attorney Kenneth A. Polite announced today that STEVEN BOURG, 51, was sentenced to five years probation for misuse of a federal license, a clear violation of maritime law.
U.S. District Judge Kurt D. Engelhardt handed down the sentence, acknowledging the seriousness of BOURG’s deception. The case stemmed from an incident back in October 2012, when Daigle Towing in Belle Chasse alerted the Coast Guard after discovering BOURG asleep on watch while operating the uninspected towing vessel (UTV) Mason Ray. A routine check quickly revealed the truth: BOURG hadn’t held a valid merchant mariner license since voluntarily surrendering it in 2007.
Investigators discovered BOURG had submitted a forged license to Daigle Towing, falsely stating a January 2009 issuance and January 2014 expiration date. The Coast Guard confirmed no such license had ever been issued or renewed. This fraudulent document allowed BOURG to work for Daigle Towing from September 19, 2012, until September 25, 2012. But the deception didn’t stop there.
Prior to his employment with Daigle Towing, BOURG had used the same altered license to secure a job with Triple C Towing, LLC, in Houma, Louisiana, applying on or about July 19, 2011, and remaining employed until February 1, 2012. For over a year, BOURG illegally held a position requiring a valid Coast Guard license, putting both himself and potentially others at risk. The extent of his previous voyages under false pretenses is currently unknown.
“This case highlights the importance of verifying credentials and upholding the integrity of maritime regulations,” stated U.S. Attorney Polite. The Coast Guard’s diligent investigation was crucial in bringing BOURG to justice. The prosecution was led by Assistant United States Attorney Emily K. Greenfield, who presented the evidence that ultimately led to the conviction and sentencing.
While five years probation may seem lenient, federal authorities warn that tampering with federal licenses is a serious offense.
