ST. LOUIS – In a chilling turn of events in the St. Louis crime scene, James Flannel, 37, was sentenced to life in prison for his role in the tragic murder of taxi driver Boris Iouioukine during a botched carjacking.
The sentence comes after a meticulous investigation and prosecution by federal authorities. On June 25, 2018, Flannel ordered a taxi from Laclede Cab Company, entered it with a nine-millimeter firearm, shot Iouioukine, and abandoned the body on the street. He then fled to Saint Louis County with the taxi.
Responding to multiple calls, St. Louis Metropolitan Police Department found Iouioukine deceased and recovered Flannel’s weapon at the scene. A thorough investigation and the recovery of a water bottle containing Flannel’s prints led to his arrest.
On August 10, 2018, investigators recovered the firearm used in the crime from Spanish Lake Park, confirming its use via ballistic analysis. United States Attorney Sayler Fleming emphasized the collaborative work of law enforcement and the severity of the sentence as a deterrent against such senseless crimes.
Fred Winston, Special Agent in Charge of ATF’s Kansas City Field Division, praised the use of ATF’s National Integrated Ballistic Information Network (NIBIN), which played a crucial role in identifying Flannel and holding him accountable. The resolution is expected to bring some closure to Iouioukine’s family and colleagues.
This case underscores the importance of leveraging technology like NIBIN to combat gun violence and ensure justice for victims and their families.
