A Jackson man was handed a 30-year prison sentence and a lifetime of supervised release for producing child pornography, a crime that sends chills down the spines of parents and law enforcement officials across the country.
Delvan Jerrod Howard, 43, of Jackson, Miss., was sentenced to 360 months in prison for producing a video of an adult man engaging in sexually explicit conduct with a child, according to the U.S. Department of Justice.
Howard was indicted by a federal grand jury on April 5, 2022, and pleaded guilty on January 11, 2024, to production of child pornography, a charge that carries significant penalties and a lifetime of consequences for those convicted.
As part of his sentence, Howard was ordered to pay $3,000 under the Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2018, a law aimed at providing support to victims of child pornography.
Howard will also be required to register as a sex offender, a designation that will follow him for the rest of his life and serve as a constant reminder of the heinous crime he committed.
The case was investigated by the Federal Bureau of Investigation and the Mississippi Attorney General’s Office’s Cyber Crime Unit, with Assistant U.S. Attorney Glenda R. Haynes prosecuting the case on behalf of the government.
The sentencing is a significant victory for law enforcement officials and advocates who have been working tirelessly to combat the growing epidemic of child sexual exploitation and abuse.
As part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice, officials will continue to work to identify and rescue victims, locate and apprehend perpetrators, and prosecute those who exploit children via the internet.
The Department of Justice’s Project Safe Childhood is a collaborative effort to combat the growing epidemic of child sexual exploitation and abuse, and it’s clear that this case is a significant step in the right direction.
