Jackson, Miss. — Luscious Latrice Neal a/k/a Luscious Neal Harris, 43, of Jackson, has pleaded guilty to her role in a sprawling cocaine distribution conspiracy that stretched from California to Texas and deep into central Mississippi. The plea, entered yesterday before U.S. District Judge Henry T. Wingate, marks a key victory in the federal crackdown on interstate drug trafficking.
According to court records, Neal took possession of a quantity of cocaine on September 24, 2015, delivered by a co-conspirator for distribution. The next day, September 25, 2015, she passed the drugs to another member of the network, cementing her place in the underground supply chain. Federal prosecutors say the operation was part of a larger, organized effort to flood Mississippi with narcotics.
The case emerged from ‘Operation Pipeline,’ a wide-reaching investigation targeting illegal narcotics distribution across central Mississippi. Authorities say the drug ring moved both cocaine and marijuana across state lines, exploiting transportation routes and local networks to distribute poison on city streets. The flow of drugs originated in California, moved through Texas, and was funneled into Mississippi communities.
Neal now faces a maximum penalty of 40 years in prison and a $5,000,000 fine at her sentencing, scheduled for May 29, 2018, at 1:30 p.m. before Judge Wingate. Federal sentencing guidelines are unforgiving for drug conspiracies of this magnitude, especially those tied to multi-state operations.
The investigation was a joint effort by U.S. Homeland Security Investigations and the Mississippi Bureau of Narcotics, with critical support from the Drug Enforcement Administration, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Mississippi Highway Patrol, the Jackson Police Department, and the Hinds County Sheriff’s Department. The collaboration underscores the depth of law enforcement’s response to the region’s drug crisis.
Assistant United States Attorney Erin Chalk is prosecuting the case. As Operation Pipeline continues to unravel the network, more charges may follow. For now, Neal’s guilty plea stands as a warning: the feds are watching, and they’re closing in.
