A North Carolina man has been hit with a 262-month federal prison sentence for luring a 13-year-old girl in Boyle County, Kentucky, into sending sexually explicit photos. James Matthew Shelton, 30, admitted to the crime in a plea agreement, marking the end of a years-long investigation rooted in digital predation.

U.S. District Judge Danny C. Reeves handed down the sentence Tuesday, ordering Shelton to serve a lifetime of supervised release following his prison term. Under federal sentencing guidelines, Shelton must serve at least 85 percent of the 22-year sentence—meaning he will spend nearly two decades behind bars with no early exit.

Court documents reveal Shelton used his cell phone to manipulate the minor between July 1 and August 23, 2014, convincing her to produce and transmit graphic images. The communication was not face-to-face—the exploitation was conducted remotely, a chilling reminder of how predators weaponize technology to target children in their own homes.

The case broke open in September 2014 when the Boyle County Sheriff’s Office received reports that Shelton had threatened one or more minors. That initial tip triggered a broader probe, culminating in a search warrant executed in April 2015 at Shelton’s North Carolina residence by agents from the Kentucky Attorney General’s Office and the FBI. His seized phone contained additional child pornography beyond the images from the victim in Danville.

The investigation was a joint effort between the FBI, the Office of the Kentucky Attorney General, and the Boyle County Sheriff’s Office—agencies that have increasingly collaborated to combat online sexual exploitation. The digital trail Shelton left behind became the foundation of airtight federal charges, underscoring the dangers predators face when they believe they’re operating in the shadows.

The announcement was made jointly by Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky; Amy Hess, Special Agent in Charge of the FBI; Andy Beshear, Kentucky Attorney General; and Derek Robbins, Boyle County Sheriff. Shelton now faces a lifetime labeled as a registered sex offender, with no room for appeal on the severity of his crimes.
