John Shover Gets 24 Years for Child Porn Production

John Shover, 58, of Duncannon, Pennsylvania, is headed to federal prison for more than 24 years after being convicted of producing child pornography. On July 30, 2020, Senior U.S. District Court Judge Yvette Kane handed down a 292-month sentence to Shover, marking one of the steeper penalties in recent child exploitation cases in the Middle District of Pennsylvania.

Shover pleaded guilty to the charge of production of child pornography, stemming from criminal acts committed between January 2017 and March 2018. The charges detail a calculated and predatory pattern of behavior in which Shover used a minor to create illicit material. His crimes were not impulsive—they were methodical, sustained, and devastating to the victim.

In addition to the lengthy prison term, Judge Kane ordered Shover to serve a 10-year period of supervised release upon his eventual release from prison. He was also hit with a $5,000 assessment under the Justice for Victims of Trafficking Act—a financial penalty meant to support services for survivors of sexual abuse.

The investigation was a joint effort between the Federal Bureau of Investigation and the Pennsylvania State Police-Newport Station. Federal prosecutors Chelsea B. Schinnour and James T. Clancy led the case, securing a conviction that law enforcement officials say sends a clear message: exploiting children will be met with the full weight of federal justice.

This case was prosecuted under Project Safe Childhood, a nationwide Department of Justice initiative launched in 2006 to combat child sexual exploitation. The program leverages federal, state, and local partnerships to track down offenders, dismantle networks, and rescue victims—often before more harm is done.
