Joshua Manuel Treat Indicted for Child Sex Trafficking

Joshua Manuel Treat, 20, of Elizabeth City, North Carolina, is facing federal charges that lay bare the brutal intersection of drugs, exploitation, and the commercial rape of a child. Indicted by a grand jury in Norfolk, Virginia, Treat is accused of sex trafficking of a 14-year-old girl, producing child pornography, using interstate commerce to promote prostitution, and distributing drugs to a minor.

Between September 26 and October 12, authorities allege Treat posted the underage victim, identified as Jane Doe, on an internet website advertising her for paid sex. The indictment details a calculated campaign of control: Treat allegedly injected the teenager with heroin before she was sent to meet customers, chemically subduing her to ensure compliance. This was not random predation—it was a system of abuse built on addiction and fear.

The charges expose a predator who weaponized both technology and narcotics. By using online platforms to advertise the child, Treat exploited the reach of the digital underground. By dosing her with heroin, he ensured her dependence—physically, psychologically, and financially. Each transaction wasn’t just a crime—it was another act of torture disguised as commerce.

Treat now faces a maximum penalty of life in prison if convicted. While Congress mandates the potential sentence, the final judgment will rest with the court, guided by sentencing guidelines and the weight of the evidence. But no sentence can erase what’s been done to the victim—a child robbed of safety, dignity, and innocence in the span of just 17 days.

The case was announced by Dana J. Boente, U.S. Attorney for the Eastern District of Virginia; Martin Culbreth, Special Agent in Charge of the FBI’s Norfolk Field Office; and Virginia Beach Police Chief James A. Cervera. Assistant U.S. Attorney Elizabeth Yusi is leading the prosecution, navigating a case that underscores the horrors law enforcement confronts daily in the fight against child sexual exploitation.

This prosecution is part of Project Safe Childhood, a DOJ initiative launched in 2006 to combat child sexual abuse across the country. Federal, state, and local agencies collaborate under this umbrella to track down predators, dismantle networks, and rescue victims. As always, the defendant is presumed innocent until proven guilty in a court of law.
