Two Laredo men are behind bars after a brazen kidnapping-for-ransom scheme that spanned state lines and left two families terrified. John Daniel Pavon, 21, and Juan Manuel Ancira, 21, were arrested on federal charges tied to the abduction and extortion of two victims, one from Wichita, Kansas, and the other from Baton Rouge, Louisiana. Federal prosecutors allege the men used interstate phone communications to demand money under threat of continued captivity.
The scheme unraveled on February 8, 2018, when a father in Wichita received a chilling call from an unknown male in Laredo claiming to hold his son. The caller demanded $2,000 via MoneyGram or he wouldn’t release the young man. The threat wasn’t empty. Within hours, the FBI was on the case after the victim and a second man were seen fleeing a residence in the 4000 block of Guadalajara Street, jumping a fence to escape their captors.
That second victim told agents he had been held against his will while his family in Baton Rouge received their own demand: $4,000 for his safe return. Both victims later identified John Daniel Pavon and Juan Manuel Ancira as the men who orchestrated their captivity and delivered the ransom threats. Evidence gathered at the scene and through phone records backed up their statements.
Pavon and Ancira made their initial court appearance before U.S. Magistrate Judge Guillermo R. Garcia, who ordered them held without bond pending a preliminary and detention hearing set for February 16, 2018, at 10:00 a.m. They face up to 20 years in federal prison if convicted on the charge of using interstate communications to transmit a ransom demand—a federal felony that carries no room for leniency.
The investigation was a full-court press by federal and local law enforcement. The FBI led the charge with critical support from Border Patrol, the Drug Enforcement Administration, Texas Rangers, Texas Department of Public Safety, Laredo Police Department, and Laredo Airport Police. Assistant U.S. Attorney Julian Castaneda is prosecuting the case, vowing to hold both men accountable under federal law.
A criminal complaint has been filed, detailing the accusations—but it is not evidence of guilt. Both John Daniel Pavon and Juan Manuel Ancira are presumed innocent until proven guilty through due process. Still, in the alleys and streets of Laredo, where fear spreads fast, their arrest has brought a measure of relief. The message from federal authorities is clear: ransom schemes will be met with maximum force.
