In Massachusetts, the US Attorney’s Office has been cracking down on defense contracting and healthcare fraud, securing settlements totaling over $900 million in Fiscal Year 2025. The office, led by US Attorney Leah B. Foley, collected more than $70 million in criminal and civil actions, with $30.5 million coming from criminal actions and $39.6 million from civil actions. The settlements were the result of joint efforts with other US Attorney’s Offices and Department of Justice components.

One notable settlement was with Raytheon Company, which agreed to pay $147 million to resolve criminal allegations and $428 million to resolve civil allegations of fraud against the government in numerous defense contracts. This makes it the second largest government procurement fraud recovery under the False Claims Act (FCA). Another significant settlement was with Teva Pharmaceutical, which agreed to pay $425 million to resolve allegations of fraud.

The US Attorney’s Office also recovered more than $48 million in forfeited assets, and worked with other offices to collect over $557 million in jointly pursued cases. US Attorney Foley stated that the office had a record year, with significant defense contracting and healthcare fraud settlements returning over $900 million to American taxpayers.

The Affirmative Civil Enforcement Unit (ACE) played a key role in securing these settlements, and the office will continue to aggressively pursue enforcement and collection actions to protect taxpayer dollars and hold wrongdoers accountable.
