Joshua Allen Manning, 22, of Maquoketa, Iowa, pleaded guilty today to conspiring to distribute a deadly mix of heroin and furanylfentanyl — a synthetic opioid analogue of fentanyl — that resulted in one death and left two others with serious bodily injuries. The incident unfolded in early March 2016, when the substances were distributed and used, with fatal consequences.
Manning admitted during his plea hearing in federal court in Cedar Rapids that he knowingly participated in the distribution agreement in March 2016. On March 3, 2016, one individual died after ingesting the drugs, while two others suffered life-threatening injuries requiring emergency medical intervention. The charges specifically cite conspiracy to distribute controlled substances resulting in death and serious bodily injury, a charge that carries severe federal penalties.
Under federal law, substances like furanylfentanyl — which mimic the effects of Schedule I and II drugs — are classified as controlled substance analogues. Despite not being explicitly listed, they are treated the same as heroin, cocaine, or fentanyl when distributed for human consumption. Furanylfentanyl, in particular, is a powerful opioid often linked to overdose outbreaks due to its potency and unpredictable composition.
Manning now faces a mandatory minimum of 20 years in federal prison, with a maximum sentence of life imprisonment. He could also be fined up to $1,000,000, slapped with $100 in special assessments, and subjected to a lifetime of court-ordered supervision following any release. Sentencing will be determined by U.S. District Court Chief Judge Leonard T. Strand after a presentence investigation report is completed.
The investigation was led by the Dubuque Drug Task Force and the Maquoketa Police Department, with critical support from the DEA Task Force. That coalition includes the Drug Enforcement Administration, Cedar Rapids Police Department, Linn County Sheriff’s Office, Marion Police Department, Iowa City Police Department, and the Iowa Division of Narcotics Enforcement. The case was prosecuted by Assistant United States Attorney Dan Chatham.
Manning remains in federal custody under the authority of the U.S. Marshals Service. The case, filed as 16-CR-01031-LTS, is publicly accessible through the Northern District of Iowa’s court records portal.
