McAllen DME Owner Gets 6.5 Years for $3M Medicaid Scam

McALLEN, Texas – Anna Ramirez-Ambriz, 57, of McAllen, will spend the next six and a half years in federal prison after being sentenced for a brazen scheme to defraud Texas Medicaid of more than $3.1 million. The owner of Compassionate Medical Supply in Edinburg pleaded guilty March 31, 2017, to the charges, and U.S. District Judge Randy Crane delivered the sentence today, followed by three years of supervised release.

The scam, which ran from 2007 through 2013, involved billing Texas Medicaid for incontinence supplies that were never delivered, or were delivered in lesser quantities and of lower quality than what Ramirez-Ambriz claimed. More than 100 Texas Medicaid recipients were victimized by the fraudulent billing practices. Employees at Compassionate Medical Supply were reportedly instructed to shortchange patients, providing cheaper products while Ramirez-Ambriz pocketed the difference.

According to court documents, Ramirez-Ambriz knowingly submitted false and fraudulent claims to the Texas Medicaid program, inflating the quantities and costs of the supplies. The total loss to Texas Medicaid was calculated at a staggering $3,143,149.41. This isn’t a victimless crime; it’s money stolen from a program designed to help those in need, and it burdens taxpayers.

Judge Crane didn’t just hand down a prison sentence. Ramirez-Ambriz was also ordered to pay full restitution of $3,143,149.41 to the Texas Medicaid Program. Whether she’ll actually be able to cover that amount remains to be seen, but it’s a crucial step toward accountability. She was allowed to remain on bond and will voluntarily surrender to a U.S. Bureau of Prisons facility, the location of which will be determined in the coming weeks.

The investigation was a collaborative effort between the Texas Attorney General’s Medicaid Fraud Control Unit, the FBI, and the U.S. Department of Health and Human Services – Office of Inspector General. These agencies worked tirelessly to unravel the scheme and bring Ramirez-Ambriz to justice. Assistant U.S. Attorneys Andrew Swartz and Michael Day are prosecuting the case, ensuring that those who exploit public programs are held accountable.
