KANSAS CITY, KAN. – Rita Hartman, 71, of Atchison, Kansas, will spend the next 63 months in federal prison after a judge slammed her for a brazen, decade-plus embezzlement scheme that gutted Muddy River Credit Union. The former manager systematically pilfered over $750,000 from the financial institution and its customers, leaving it on the brink of collapse.

Hartman pleaded guilty to one count of false entries in federal credit union records, a charge that barely scratches the surface of her calculated betrayal. For thirty years, she held the reins at Muddy River Credit Union (formerly Atchison Casting Credit Union and Bradken Federal Credit Union), a local institution serving foundry workers in Atchison. This position granted her complete control over the credit union’s finances – control she abused with chilling efficiency.

Between 2007 and 2021, Hartman siphoned off approximately $346,000 in customer cash deposits, treating the credit union’s funds like her personal piggy bank. She didn’t stop there. Hartman also fraudulently credited roughly $430,000 in phantom deposits and loan payments to accounts belonging to herself and her relatives. She then meticulously covered her tracks, falsifying ledgers, records, and even reports submitted to regulators. When audits loomed, she deliberately stalled and provided fraudulent documentation, desperately trying to conceal the widening hole she’d created.

The scale of Hartman’s greed was catastrophic. Her embezzlement completely wiped out Muddy River’s capital, rendering it insolvent. The credit union was ultimately forced into a merger with another institution just to stay afloat, a direct consequence of Hartman’s criminal actions. The impact wasn’t just financial; it eroded the trust of the community and jeopardized the savings of hardworking families.

The irony is almost too thick to bear. In 2013, while actively engaged in her embezzlement scheme, Hartman was appointed to the Kansas Credit Union Council by the state’s Governor, tasked with advising on the health and needs of credit unions. She also previously served as mayor and city commissioner in Atchison – a pillar of the community who was, all along, a predator in disguise. A federal judge didn’t miss the hypocrisy, ordering that Hartman’s state pension payments during her imprisonment be redirected towards the $778,361 in restitution she owes.

“For decades, Rita Hartman was a prominent, well-respected figure in Atchison, Kansas,” stated U.S. Attorney Ryan A. Kriegshauser. “Instead of living up to the high regard that people in the community had for her, she exploited their trust and used it to perpetuate her embezzlement scheme and line her pockets with stolen funds.” Stephen A. Cyrus, Special Agent in Charge of the FBI Kansas City Field Office, added, “The defendant was entrusted with the fiscal responsibility of the credit union’s members. In using the money for her personal benefit, the defendant’s actions were a betrayal of that trust.” The investigation was led by the FBI, with Assistant U.S. Attorneys Ryan J. Huschka and Michelle McFarlane handling the prosecution.
