KANSAS CITY, KAN. – Rita Hartman, 71, of Atchison, Kansas, is trading her retirement for a federal prison cell after a judge slammed her with a 63-month sentence for a decade-plus embezzlement scheme that nearly drowned Muddy River Credit Union. The former manager pilfered over $750,000 from the credit union and its members, leaving the institution on the brink of collapse.

Hartman, who managed Muddy River Credit Union (formerly Atchison Casting Credit Union and Bradken Federal Credit Union) for a staggering 30 years, wasn’t just a caretaker of funds – she was in complete control. From 2007 to 2021, she systematically abused that power, siphoning off approximately $346,000 in customer cash deposits directly into her own pockets. But she didn’t stop there. Another $430,000 was fraudulently added to her and her relatives’ accounts, phantom deposits and payments conjured from thin air.

The scheme wasn’t a quick grab; it was a carefully constructed deception. Hartman meticulously altered ledgers, falsified records, and lied to regulators in a desperate attempt to cover her tracks. She even actively obstructed audits, delaying scrutiny and buying herself more time to bleed the credit union dry. The result? Muddy River’s capital was completely wiped out, forcing a desperate merger with another credit union just to keep the doors open. A complete financial implosion orchestrated by a woman trusted to safeguard the community’s savings.

The irony isn’t lost on anyone. Hartman wasn’t some shadowy figure operating in the dark. In 2013, the then-Governor of Kansas appointed her to the Kansas Credit Union Council, tasked with advising on the health of credit unions. She was a former mayor and city commissioner in Atchison – a pillar of the community, publicly lauded while privately looting. U.S. Attorney Ryan A. Kriegshauser didn’t mince words: “For decades, Rita Hartman was a prominent, well-respected figure in Atchison, Kansas… Instead of living up to the high regard that people in the community had for her, she exploited their trust.”

“The defendant was entrusted with the fiscal responsibility of the credit union’s members. In using the money for her personal benefit, the defendant’s actions were a betrayal of that trust,” stated Special Agent in Charge Stephen A. Cyrus of the FBI Kansas City Field Office. The judge clearly agreed, ordering that all of Hartman’s state pension payments will now be directed towards the $778,361 in restitution she owes to the victims of her greed. It’s a small consolation for those whose financial futures were jeopardized, but a clear message that even the most respected figures aren’t above the law.

The Federal Bureau of Investigation (FBI) led the investigation, with Assistant U.S. Attorneys Ryan J. Huschka and Michelle McFarlane securing the conviction.
