Off-Duty Cop Strikes, Kills Pedestrian in Monticello

MONTICELLO, NY – A Sullivan County pedestrian is dead following a November 25th collision with the personal vehicle of an off-duty Monticello Village Police Department (MVPD) officer. The incident, which occurred near the intersection of Pleasant Street and High Street in Monticello, has triggered an investigation by New York Attorney General Letitia James’ Office of Special Investigation (OSI).

The victim, whose name has not yet been released pending notification of next of kin, was struck at approximately 6:03 p.m. while crossing the street. Authorities confirmed the MVPD officer was operating his private vehicle at the time of the impact. Emergency Medical Services transported the man to a local hospital, but he succumbed to his injuries three days later, on November 30, 2025.

The Attorney General’s OSI is mandated by New York State Executive Law Section 70-b to investigate any incident where a law enforcement officer – on or off duty – may have caused the death of a civilian. The law doesn’t discriminate based on the circumstances; the officer and victim can be armed or unarmed, and the victim doesn’t need to be in custody.

“We take any loss of life seriously, and particularly when it involves those entrusted to protect and serve,” a source within OSI told Grimy Times on condition of anonymity. “OSI’s role is to determine the facts, and to ensure accountability if wrongdoing is discovered. This investigation will be thorough and impartial.”

The OSI assessment will determine if the officer’s actions contributed to the pedestrian’s death, triggering a full investigation. Details surrounding the incident – including speed, visibility, and potential contributing factors – remain under scrutiny. The officer’s identity has not been released at this time.
