Ornelas Gets 190 Years for Philippine Child Abuse

SANTA ANA, CA – Robert Ruben Ornelas, 66, of Santa Ana, will spend the rest of his life behind bars after a federal judge handed down a 190-year sentence for horrific crimes committed in the Philippines. Ornelas, a former school teacher with a decades-long history of child abuse, traveled to the Philippines on multiple occasions to sexually abuse young girls and document the abuse in video form.

U.S. District Judge Cormac J. Carney delivered the 2,280-month sentence, condemning Ornelas’ actions as “cruel” and demonstrating a “complete disregard for his victims’ humanity.” The jury found Ornelas guilty in November of seven counts: two counts of engaging in sexual conduct in a foreign place, three counts of producing child pornography, and two counts of possessing child pornography. The evidence detailed three specific trips in 2006, 2008, and 2012, during which he targeted girls as young as eight years old.

The victims bravely traveled from the Philippines to the United States to testify against Ornelas, confronting him in court. One victim poignantly stated, “Why did I meet this person? He destroyed my dreams.” Prosecutors revealed Ornelas exploited the girls’ poverty, offering promises of educational funding as a pretense for his predatory behavior. U.S. Attorney Eileen M. Decker stated the sentence “ensures life imprisonment” for a predator whose abuse began “a half-century ago.”

The investigation, initiated in 2013 after a tip regarding child pornography possession, uncovered a trove of disturbing images and videos on Ornelas’ computer. Authorities discovered that Ornelas’ pattern of abuse extended back to the 1960s. The case was a collaborative effort by the Orange County Child Exploitation Task Force, comprising agents from U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI), the Federal Bureau of Investigation (FBI), the Newport Beach Police Department, and the Orange County Sheriff’s Department.

“This sentence should serve as a powerful deterrent to child predators who mistakenly believe the internet and a plane ticket will enable them to indulge their perverse desires with impunity,” warned Joseph Macias, special agent in charge of Homeland Security Investigations in Los Angeles. FBI Assistant Director in Charge Deirdre Fike added that Ornelas “took advantage of impoverished children in a foreign country,” but the bravery of the victims ensured justice was served. “We owe them a debt of gratitude for assisting the government in putting Ornelas away for the rest of his life.”

The prosecution was handled by Assistant United States Attorneys Sandy N. Leal and Anne C. Gannon of the Santa Ana Branch Office. This case stands as a stark reminder of the global reach of child exploitation and the commitment of federal agencies to pursue and punish those who prey on vulnerable children, no matter where the crimes occur. Ornelas’ long history of abuse, coupled with the deliberate nature of his crimes committed abroad, warranted the maximum penalty under federal law.
