Pensacola Man Pleads Guilty to Mailing ISIS Threat to Sheriff

Regis L. Walker, 30, of Pensacola, Florida, pleaded guilty today to mailing threatening communications to Sheriff David Morgan at the Escambia County Sheriff’s Office — a message laced with references to ISIS, mass violence, and an apparent promise of death.

The letter, sent in June 2016, was handwritten on notebook paper and delivered directly to law enforcement headquarters. In it, Walker claimed multiple ISIS-affiliated attackers would simultaneously strike military bases, beaches, and schools at an unspecified time — attacks, he insisted, that law enforcement would be powerless to stop.

Walker specifically referenced the June 2016 Pulse nightclub massacre in Orlando, Florida, which left approximately 50 dead. He wrote that the attackers intended to “not give up” and “plan on dying,” evoking the language of suicide terrorism. The note was signed “ISIS ALLAH,” a chilling flourish that triggered an immediate federal response.

Now, facing the consequences of his actions, Walker admits to sending the threatening letter. He is charged with mailing threatening communications, a federal offense that carries a maximum penalty of five years in prison. Sentencing is set for April 6, 2017, at 12:30 p.m. at the United States Courthouse in Pensacola.

The case was jointly investigated by the Federal Bureau of Investigation, the Internal Revenue Service – Criminal Investigation, and the Florida Department of Law Enforcement. The multi-agency effort underscores how seriously federal authorities treat threats that mimic or invoke terrorism, even when no actual plot exists.
