TRENTON, N.J. – Bobbyjean Orak, 30, of Philadelphia, Pennsylvania, is facing a litany of federal charges following his arrest today for allegedly exploiting a minor. The indictment, unsealed in Camden federal court, details a calculated scheme to groom and sexually abuse a vulnerable victim, crossing state lines to further the abuse.
Acting U.S. Attorney Alina Habba announced the charges against Orak, which include transportation with intent to engage in criminal sexual activity (Title 18, United States Code, Section 2423(a) – Count One), interstate travel with intent to engage in a sexual act with a minor (Title 18, United States Code, Section 2423(b) – Count Two), enticement of a minor (Title 18, United States Code, Section 2422(b) – Count Three), production of child pornography (Title 18, United States Code, Section 2251(a) – Count Four), and possession of child pornography (Title 18, United States Code, Sections 2252A(a)(5)(B) & (b)(2) – Count Five). Orak was arraigned before U.S. Magistrate Judge Matthew J. Skahill.
Court documents reveal a disturbing pattern of behavior dating back to at least October 2022. Orak allegedly used interstate commerce to lure the victim, identified as “Victim-1,” into sexual activity and the creation of child sexual abuse material (CSAM). On July 13, 2024, Orak transported Victim-1 from Pennsylvania to New Jersey with the express intent of continuing the exploitation. A painstaking investigation led by the FBI and local law enforcement eventually recovered the minor in Atlantic County in August 2024.
The subsequent forensic examination of Orak’s cellphone and online accounts uncovered a disturbing cache of CSAM, not only depicting Victim-1 but also other exploited children. The sheer volume of material underscores the predatory nature of Orak’s actions. If convicted on Counts One and Three, Orak faces a mandatory minimum of ten years in prison, with a potential life sentence. Counts Two carries a maximum of 30 years, while Count Four carries a mandatory minimum of 15 years and a maximum of 30. Count Five carries a maximum sentence of 20 years. Each charge also carries a potential fine of $250,000, as well as potential restitution.
“There is no higher responsibility than safeguarding the welfare of our children,” stated Acting U.S. Attorney Habba. “According to the allegations in the Indictment, the defendant methodically groomed his victim for years, then transported the minor across state lines to sexually exploit the minor. We will continue to prioritize these cases, pursue aggressive prosecutions, and hold predators to account.” Habba specifically commended the FBI and local law enforcement for their dedication to this investigation.
The investigation was led by the Federal Bureau of Investigation, under the direction of Special Agent in Charge Stefanie Roddy. Assistance was provided by the Philadelphia, Galloway Township, Evesham, Delran, Waterford Township, and Winslow Township Police Departments. Assistant U.S. Attorney Matt Belgiovine of the Criminal Division in Trenton is prosecuting the case. This case is part of Project Safe Childhood, a national initiative dedicated to combating child sexual exploitation and abuse, launched in 2006.
