Pittsburgh Man Sean Paul Conley-Refer Charged in Child Exploitation Case

PITTSBURGH, PA — Sean Paul Conley-Refer, a Pittsburgh resident currently held in Allegheny County Jail, has been indicted on federal charges tied to the receipt of material depicting the sexual exploitation of minors. The one-count indictment, returned by a federal grand jury in the Western District of Pennsylvania, alleges Conley-Refer knowingly received visual depictions of minors engaged in sexually explicit conduct using interstate facilities, including the Internet and a cellular telephone.

The alleged crime occurred on or about October 8, 2021. According to the indictment, the material’s production involved actual minors participating in sexually explicit acts, and its transmission crossed state lines — a key element in triggering federal jurisdiction. Conley-Refer is charged with Receipt of Material Involving the Sexual Exploitation of Minors, a felony that carries severe mandatory penalties under U.S. law.

If convicted, Conley-Refer faces a mandatory minimum sentence of five years in federal prison and a maximum of 20 years, along with a $250,000 fine. The court may also impose a term of supervised release ranging from five years to life. Sentencing, if convicted, will be determined under the Federal Sentencing Guidelines, weighing the severity of the offense and any prior criminal history.
