Fake ID Broker Gets 90 Days in CNMI Scheme

Saipan – A citizen of the People’s Republic of China is headed to federal prison after being convicted of running a shady operation supplying fake driver’s licenses to those with no legal right to be in the Commonwealth of Northern Mariana Islands. Jiang Feng Li, 31, was sentenced to 90 days behind bars for his role in the conspiracy, a case that underscores the vulnerability of island licensing systems to exploitation.

Federal prosecutors revealed Li acted as a middleman, connecting desperate individuals with the means to obtain fraudulent identification. Between May and June of 2021, Li allegedly facilitated the production of at least three fake licenses through contacts within the CNMI Bureau of Motor Vehicles. He wasn’t offering a public service; he was charging his clients between $1,400 and $1,600 apiece for the illegal documents, profiting off the vulnerabilities of others.

The scheme came to light during a federal investigation launched in the spring of 2021. The FBI took the lead, working with local authorities in Saipan to build a case against Li. Investigators quickly determined he wasn’t just a one-time facilitator, but a key player in a larger network designed to circumvent immigration laws and provide undocumented individuals with the ability to operate vehicles.

Facing capture, Li attempted to flee the CNMI, making a run for it via boat to Guam in July 2022. But the feds weren’t far behind. In January 2023, authorities in Guam tracked down and arrested Li, bringing him back to face the music. The attempt to evade justice only compounded his legal troubles.

Li was convicted of Conspiracy to Unlawfully Produce an Identification Document, a violation of federal law. The United States District Court for the NMI handed down the 90-day prison sentence, alongside two years of supervised release and a $100 special assessment fee. The court also ordered him to begin deportation proceedings, effectively ending his time in the United States.

United States Attorney Shawn N. Anderson stated the case serves as a reminder of the ongoing commitment to protecting public safety and maintaining the integrity of licensing systems in both the CNMI and Guam. But the reality is, these schemes aren’t isolated. They pose a direct threat to other drivers on the road, and expose a weakness in the vetting process for official documentation. The feds will continue to pursue those who exploit these vulnerabilities for personal gain.
