Repeat Offender Salvador-Quino Gets Time-Served, Deported

GREAT FALLS, MT – Tomy Osama Salvador-Quino, 24, a Guatemalan national, walked out of federal court with a slap on the wrist – time-served – but his freedom will be short-lived. He’s headed straight back into the custody of U.S. Border Patrol, following a sentencing handed down today by Chief U.S. District Judge Brian M. Morris. Salvador-Quino pleaded guilty to illegal reentry on September 9, 2025, a charge stemming from a high-speed chase and subsequent discovery of his unlawful presence in the state.

The trouble began on August 15, 2025, outside Hingham, Montana. A Hill County Sheriff’s Deputy clocked a silver sedan, sporting Texas plates, tearing down the highway at 70 miles per hour in a 45 mph zone. During the ensuing traffic stop, Salvador-Quino quickly revealed a problem beyond a lead foot – a complete inability to communicate in English. The deputy, recognizing the language barrier, immediately requested assistance from Border Patrol.

Salvador-Quino offered up his passport, revealing his Guatemalan citizenship, but it bore no indication of legal entry into the United States. When Border Patrol agents arrived, the truth came out. He admitted to having no legal status in the country, and confessed to being previously deported – not once, but twice. Records show Border Patrol first encountered him on April 5, 2020, removing him from the U.S. He resurfaced in December 2020, and was again removed on January 15, 2021. He’d slipped back across the border sometime after that, and never bothered to apply for legal readmission.

U.S. Attorney Kurt Alme’s office prosecuted the case, with the investigation spearheaded by the Border Patrol and the Hill County Sheriff’s Office. While the sentence appears lenient, the swift handover to Border Patrol signals a clear message: repeated unlawful entry will not be tolerated. Salvador-Quino’s case is just one piece of a larger, nationwide crackdown.

This prosecution falls under Operation Take Back America, a Justice Department initiative aimed at aggressively combating illegal immigration, dismantling cartels and transnational criminal organizations (TCOs), and protecting communities from violent crime. The operation leverages resources from both the Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN), streamlining efforts to secure the border and address associated criminal activity.

The Grimy Times will continue to follow this case, and report on the broader implications of Operation Take Back America as it unfolds. The question remains: is time-served enough to deter repeat offenders like Salvador-Quino, or is a stronger message needed to truly stem the tide of illegal border crossings?
