Rockford Predator Gets 15 Years for Child Porn

Rockford, IL – James Umbaugh, 57, is headed to federal prison for 15 years after admitting to a sickening collection of over 7,900 images and videos depicting the sexual abuse of children. The feds say Umbaugh didn’t just possess this filth; he actively fostered its spread.

Umbaugh pled guilty, a necessary step in a case that federal prosecutors detailed as involving explicit content featuring prepubescent minors, children under twelve, and even toddlers. The images and videos were downloaded from online sources, turning his home computer into a hub for some of the most depraved material imaginable. This wasn’t a passive collection; Umbaugh sought this out.

But the depravity didn’t stop at possession. From 2016 to 2018, Umbaugh served as a moderator and administrator for multiple online chat rooms and websites dedicated to the distribution of child exploitation materials. He wasn’t just a viewer; he was an enabler, helping to connect predators and amplify the abuse. His role facilitated the sharing and perpetuation of these horrific images and videos.

“This individual didn’t just download images; he actively participated in a network designed to exploit and abuse children,” stated Acting U.S. Attorney Morris Pasqual. “His actions were a direct contribution to the harm suffered by these young victims.” The feds emphasized that Umbaugh’s two-year run as a forum administrator was a key factor in the severity of the sentence.

In addition to the prison term, Umbaugh has been ordered to pay $18,000 in restitution to his victims. While no amount of money can undo the harm caused, the restitution aims to provide some form of compensation and support for those affected by his crimes. Assistant U.S. Attorneys Jessica S. Maveus and Michael D. Love, along with attorney James Burke from the Department of Justice’s Child Exploitation and Obscenity Section, prosecuted the case.

FBI Special Agent-in-Charge Robert W. “Wes” Wheeler, Jr. underscored the FBI’s commitment to dismantling these online networks. “We will continue to aggressively pursue those who exploit children and bring them to justice,” he stated. This case serves as a grim reminder of the dark underbelly of the internet and the urgent need for continued vigilance in protecting vulnerable children.
