WHEELING, WEST VIRGINIA – Ricky Runner, 32, of Martins Ferry, Ohio, is facing serious federal charges after being indicted by a grand jury for possessing a firearm despite being legally prohibited from doing so, the U.S. Attorney’s Office for West Virginia announced today.
