Samir F. Elias Pleads Guilty in Wichita Sex Trafficking Case

Samir F. Elias, 61, of Wichita, Kansas, has pled guilty to sex trafficking and importing an alien for prostitution, admitting he exploited a Chinese woman at his massage parlor, GiGi’s Elite Massage, for financial gain.

Elias owned and operated the business first at 6611 E. Central and later at 357 N. Hillside in Wichita, where he employed the woman identified only as F.Y. He knew she was unlawfully present in the U.S. and actively facilitated her prostitution, collecting cash he knew came from sexual services.

Court records show Elias personally reviewed online forums advertising sexual acts at his establishment. He housed F.Y. at his residence near Maple and 119th West, driving her to and from work daily—effectively controlling her movement and labor under coercive conditions tied to her immigration status.

A turning point came when an undercover Wichita Police Department vice detective visited the parlor and was offered sexual services during a massage. The investigation led to F.Y.’s arrest, unraveling Elias’s operation and prompting federal involvement from Homeland Security Investigations (HSI).

As part of his plea, Elias agreed to forfeit $32,000 in cash and a 2004 Honda Element. The court also imposed a $52,000 money judgment. He was sentenced to two years of supervised release, avoiding prison but remaining under federal oversight.

U.S. Attorney Tom Beall, who announced the outcome, credited the collaborative effort between the Wichita Police Department, HSI, and Assistant U.S. Attorney Jason Hart. The case highlights how illicit massage businesses continue to serve as fronts for human exploitation across the Midwest.
