Scranton, Pennsylvania, is reeling after 26-year-old Josthan Cardona was indicted on federal charges tied to two fatal heroin overdoses and a near-fatal incident involving fentanyl-laced drugs. The Middle District of Pennsylvania U.S. Attorney’s Office announced the five-count indictment on February 7, 2017, alleging Cardona distributed deadly doses over a five-day span in December 2015.
According to U.S. Attorney Bruce D. Brandler, Cardona conspired with others to push heroin across Lackawanna County starting in September 2015. The indictment details two specific incidents: on December 7 and December 12, 2015, Cardona allegedly distributed a mixture of heroin and fentanyl that resulted in the deaths of two individuals. On that same final date, a third victim suffered serious bodily injury after ingesting the same toxic blend.
Federal and local law enforcement agencies collaborated on the investigation, including the Drug Enforcement Administration’s Scranton Office, the Dunmore and Scranton Police Departments, and the Lackawanna County District Attorney’s Office. The case is being prosecuted by Assistant U.S. Attorney Michelle Olshefski, who emphasized the lethal consequences of street-level drug trafficking.
The charges fall under the district’s broader Heroin Initiative, a coordinated crackdown on the opioid crisis sweeping Pennsylvania. This effort unites federal, state, and municipal agencies to target high-level and street-level dealers alike. Cardona’s case underscores how local distribution networks are now being treated as federal threats.
If convicted, Cardona faces a mandatory minimum of 20 years in prison. Each count of drug distribution resulting in death or serious bodily injury carries a maximum penalty of life imprisonment, plus fines and supervised release. Under federal sentencing guidelines, the judge will weigh the crime’s severity, Cardona’s personal history, and the need for public protection before imposing sentence.
