Shadow Creek Ranch Manager Accused of $421K Fraud

HOUSTON, TX – A brazen scheme to siphon over $421,000 from a Texas homeowner’s association has landed 62-year-old Maria Denise Southall-Shaw in federal court. The Houston resident is accused of wire fraud and is scheduled to appear before U.S. Magistrate Judge Andrew Ellison at 2 p.m. today.

Southall-Shaw, formerly the manager of the upscale Shadow Creek Ranch community in Pearland, allegedly masterminded a four-year fraud against First Service Residential (FSR), the property management company responsible for the ranch. According to information released by the Department of Justice, the scheme ran from December 2013 to November 2017.

The indictment details a calculated operation: Southall-Shaw is accused of approving invoices from a ranch vendor for goods and services never actually provided. This wasn’t about simple mismanagement; investigators believe Southall-Shaw knowingly authorized payments for phantom services, then colluded with the vendor to receive a 50% kickback of the fraudulently obtained funds.

That kickback, authorities say, totaled a staggering $421,519. The money allegedly flowed directly into Southall-Shaw’s pockets while residents of Shadow Creek Ranch unknowingly footed the bill for services that existed only on paper. The FBI spearheaded the investigation, uncovering the intricate web of deceit.

If convicted of the single count of wire fraud, Southall-Shaw faces a stiff penalty: up to 20 years in federal prison and a potential fine of $250,000. Assistant U.S. Attorney John Braddock is prosecuting the case, and will be tasked with proving Southall-Shaw’s guilt beyond a reasonable doubt.

It’s crucial to remember that an information is merely a formal accusation. Southall-Shaw is presumed innocent until proven guilty through due process of law. However, the allegations paint a damning picture of betrayal and greed within a community built on trust and homeowner investment. Grimy Times will continue to follow this case as it unfolds.
