Sick Photographer Fleming Admits to Child Exploitation

TYLER, TEXAS – A predator hiding in plain sight. Todd Fleming, a 54-year-old photographer from McKinney, Texas, admitted today to a decade of horrific abuse, pleading guilty to federal charges of sexually exploiting children. The case, years in the making, reveals a calculated scheme to create and distribute child pornography, preying on vulnerable minors.

According to court documents, Fleming coerced minors into sexually explicit acts between 1999 and 2007. He didn’t just capture images; he actively cultivated a network of exploitation, assuming online identities to lure victims and groom them for his depraved purposes. Fleming was initially indicted by a federal grand jury on April 17, 2013, but the case dragged on for years before today’s guilty plea before U.S. Magistrate Judge K. Nicole Mitchell.

“For years, this school photographer assumed the online identities of many young girls to entice other girls to produce child pornography for him,” stated David M. Marwell, Special Agent in Charge of HSI Dallas. “At the same time, he groomed still other young girls to produce his own child pornography.” The investigation uncovered a disturbing pattern of manipulation and abuse, highlighting the dangers lurking online and the lengths predators will go to victimize children.

U.S. Attorney John M. Bales delivered a blunt assessment: “Thank goodness that Todd Fleming will no longer be able to prey on unsuspecting children.” He praised the investigative team for bringing Fleming to justice, but also emphasized the critical role of parental awareness. “The most important takeaway from this case is the need for parental vigilance and communication with their children,” Bales said. “We will continue to have zero tolerance for child pornographers.”

This prosecution is part of Project Safe Childhood, a nationwide Department of Justice initiative launched in 2006 to combat the escalating epidemic of child sexual exploitation. The project combines the resources of federal, state, and local law enforcement to identify, apprehend, and prosecute offenders, while also rescuing victims. Fleming now faces a minimum of 15 years and up to 30 years in federal prison. A sentencing date has not yet been scheduled. The investigation was led by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) and the Texas Department of Public Safety – Criminal Investigations Division, with Assistant U.S. Attorney Nathaniel C. Kummerfeld handling the prosecution. This case serves as a grim reminder of the predators who target the most vulnerable and the unwavering commitment of law enforcement to bring them to justice.
