San Francisco — A Texas man has been slammed with a 15-year prison sentence for producing child pornography, including sexually explicit images of a 9-year-old girl he manipulated online. Marty Allen Rochester, 55, of Magnolia, Texas, was sentenced to 186 months in federal prison by U.S. District Judge Vince Chhabria, marking a grim end to a predatory campaign that spanned years and exploited the most vulnerable.
Rochester pleaded guilty on July 19, 2016, to one count of production of visual depictions of minors engaging in sexually explicit conduct, a charge stemming from a 2014 online scheme. Using Skype and other chat services, Rochester initiated contact with a girl he eventually learned was just nine years old. He coerced her into creating and sending sexually explicit images of herself—images he not only saved on his computer but also shared with another individual in a conspiracy to produce more child pornography.
Investigators uncovered a digital archive of horror on Rochester’s devices: more than 200 sexually explicit images of minors and over 25 videos, many depicting pre-pubescent children under the age of 12. The material was not passive consumption—it was part of an active, calculated effort to generate and distribute abuse content, crossing legal and moral boundaries with chilling intent.
A federal grand jury indicted Rochester on January 28, 2016, on three counts: distribution of child pornography, production of child pornography under 18 U.S.C. § 2251, and conspiracy to produce child pornography. While he pleaded guilty only to the production charge, the volume and severity of the material factored heavily into the sentencing, with federal prosecutors arguing for maximum accountability.
In addition to the 186-month prison term, Rochester will face a strict ten-year period of supervised release upon his eventual release. He is barred from using computers or accessing the internet, prohibited from frequenting locations where children congregate, and must submit to warrantless searches by law enforcement. These conditions aim to prevent reoffending in a crime where recidivism is both common and catastrophic.
The case was prosecuted by Assistant U.S. Attorney Andrew Dawson, with assistance from Marina Ponomarchuk, and investigated by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI). U.S. Attorney Brian J. Stretch and HSI Special Agent in Charge Ryan L. Spradlin confirmed the outcome, underscoring federal commitment to dismantling networks of child sexual exploitation—one predator at a time.
