Thomas Hammerstone Jailed for Dodging Sex Offender Registry

Thomas Hammerstone, 34, of McMechen, West Virginia, is headed to federal prison for six months after pleading guilty to dodging his legal obligation to register as a sex offender. The conviction hits hard in a region where public trust in offender accountability runs thin, and failures to comply don’t go unnoticed by federal authorities.

Between November 2015 and October 2016, Hammerstone knowingly traveled across state lines while failing to register or update his registration under the Sex Offender Registration and Notification Act (SORNA). That law mandates strict adherence for individuals convicted of qualifying offenses, and his absence from the registry during that 11-month stretch triggered a federal investigation.

His underlying obligation stems from a prior state conviction, which legally binds him to the nationwide tracking system designed to monitor sex offenders. Despite that, Hammerstone vanished from the radar, putting communities at risk and violating a cornerstone of post-conviction oversight.

The U.S. Marshals Service picked up the trail, launching an investigation that confirmed Hammerstone had moved, traveled, and failed to report—clear violations of federal law. With jurisdiction established through interstate activity, the case landed in federal court, where accountability carries stiffer consequences.

Assistant U.S. Attorney Stephen L. Vogrin prosecuted the case with no room for leniency, emphasizing the danger posed by unregistered offenders moving freely across state lines. Acting United States Attorney Betsy Steinfeld Jividen affirmed the prosecution’s stance: compliance isn’t optional—it’s the law.

U.S. District Judge John Preston Bailey handed down the six-month sentence in Wheeling federal court, sending a message that even non-violent lapses in registration will be met with jail time. For Hammerstone, the price of invisibility was six months behind bars—and a permanent mark on an already burdened record.
