Federal prosecutors have secured prison sentences for three men who admitted to helping North Korean IT workers infiltrate U.S. computer networks as part of a sophisticated sanctions evasion scheme.
The men—identified as Jinwoo Park, 38, of Los Angeles; David Kim, 42, of Chicago; and Michael Chen, 35, of New York—pleaded guilty to charges including conspiracy to violate U.S. sanctions and aiding and abetting unauthorized computer access. Each received sentences ranging from 18 to 24 months in federal prison.
According to court documents, the defendants operated a network that provided North Korean nationals with false identities, U.S.-based IP addresses, and remote access to American companies’ computer systems. The workers, posing as freelance IT contractors, generated millions in revenue while Pyongyang collected the proceeds in violation of international sanctions.
The scheme involved creating elaborate digital footprints to mask the workers’ true locations, including routing internet traffic through servers in other countries and using stolen American identities. Companies across multiple states unknowingly contracted with these disguised workers for software development, data analysis, and other technical services.
“This case demonstrates how foreign adversaries exploit global digital labor markets to circumvent economic restrictions,” said a federal prosecutor involved in the case. “The defendants built an infrastructure that allowed North Korean workers to operate as if they were in the United States while hiding their true identities and locations.”
Investigators traced the network through financial records and digital evidence, revealing transactions totaling over $2.3 million that flowed from U.S. companies to accounts controlled by the conspiracy. The case highlights growing concerns about the use of remote workers in sensitive technical positions and the challenges of verifying worker identities in a globalized digital economy.
