Three Webster City Men Charged in Meth Conspiracy

Webster City, Iowa is reeling after three local men were hit with federal charges in a massive methamphetamine trafficking ring. Soon Phatdouang, 43; Touy Khamsai, 41; and Van Khamsai, 41—all residents of Webster City—have been charged with one count of conspiracy to distribute methamphetamine, according to a criminal complaint filed December 1, 2016, in U.S. District Court in Sioux City.

The complaint alleges the trio conspired from January 2016 through December 1, 2016, to distribute meth in the Hamilton County area. The operation came under federal scrutiny as part of a coordinated investigation that culminated in a series of raids on December 1. Search warrants executed at residences tied to Phatdouang and Touy Khamsai uncovered a staggering haul: approximately 26 pounds of methamphetamine, 30 pounds of marijuana, over $67,000 in cash, and eleven firearms.

Federal law enforcement sources say the volume of drugs seized indicates a distribution network far beyond personal use. The presence of multiple firearms has raised red flags about potential violence tied to the operation. Investigators from the Iowa Department of Narcotics Enforcement, Hamilton County Sheriff’s Department, and Webster City Police Department worked in tandem to dismantle the ring before more narcotics flooded local streets.

If convicted, each defendant faces a mandatory minimum of 10 years in federal prison and a maximum sentence of life imprisonment. Additional penalties include a $10,000,000 fine, $100 in special assessments, and a period of supervised release ranging from five years to life. The severity of the charges underscores the federal government’s crackdown on mid-level drug operations in rural communities.

Soon Phatdouang, Touy Khamsai, and Van Khamsai appeared in federal court in Cedar Rapids on the same day as the raids and were ordered held without bond. The decision reflects the court’s assessment of both flight risk and public safety concerns. The case is being prosecuted by Assistant United States Attorney Shawn S. Wehde.

As with any criminal case, the defendants are presumed innocent until proven guilty beyond a reasonable doubt.
