Zaid Bader Jacob, 47, of West Sacramento, has been indicted on federal charges of receiving child pornography, marking the latest blow in a long-running crackdown on online predators. The 2015 arrest stems from a digital trail left on a peer-to-peer network, exposing a disturbing pattern of criminal behavior hidden behind a residential IP address.
Court documents reveal that between January and April 2015, Jacob allegedly used a computer to receive one or more visual depictions of minors engaged in sexually explicit conduct. The FBI and the Sacramento Internet Crimes Against Children (ICAC) Task Force moved in after identifying the suspect’s IP address actively sharing illegal material. A search warrant executed at his West Sacramento residence in April 2015 uncovered evidence that formed the backbone of the federal indictment.
The Sacramento ICAC Task Force, funded by both federal and state agencies and managed by the Sacramento Sheriff’s Department, specializes in dismantling networks of online child exploitation. Agents from multiple jurisdictions collaborate to track predators who exploit children through child pornography, online enticement, and sex trafficking. This case exemplifies the task force’s aggressive monitoring of dark corners of the internet where such crimes proliferate.
Assistant U.S. Attorney Shelley D. Weger is prosecuting the case, which was brought under the umbrella of Project Safe Childhood—a nationwide Department of Justice initiative launched in May 2006. The program coordinates federal, state, and local efforts to identify, apprehend, and convict those who sexually exploit children, while also prioritizing the rescue and recovery of victims.
If convicted, Jacob faces a maximum statutory penalty of 20 years in prison and a $250,000 fine. However, under federal sentencing guidelines, the actual sentence will depend on a range of statutory factors determined at the court’s discretion. For now, the charges remain allegations. Jacob is presumed innocent until proven guilty beyond a reasonable doubt.
