Yankton Man Dylan Steffen Charged in Child Porn Probe

Dylan James Steffen, 29, of Yankton, South Dakota, is facing federal charges after being indicted on two counts of Receipt and Distribution of Child Pornography. The indictment, returned on November 9, 2021, marks a grim escalation in a case centered on the exploitation of children through digital channels.

Steffen appeared before U.S. Magistrate Judge Veronica L. Duffy on November 17, 2021, where he entered a plea of not guilty. Despite his plea, the charges paint a disturbing picture: federal prosecutors allege Steffen knowingly received and distributed child pornography during two separate timeframes—between January 22 and January 24, 2021, and again between March 17 and March 18, 2021.

According to the indictment, the illicit material was transported across state lines using computer networks, placing the crime under federal jurisdiction. Authorities say Steffen not only accessed but actively shared the images, violating laws designed to protect minors from sexual exploitation. The use of digital platforms to distribute such content has become a growing concern for federal investigators.

If convicted, Steffen faces up to 20 years in federal prison on each count, along with a $250,000 fine, mandatory lifetime supervised release, and a $200 payment to the Federal Crime Victims Fund. The court may also impose restitution, the amount of which will be determined at a later date.

The investigation was a coordinated effort between Homeland Security Investigations, the Yankton Police Department, and the South Dakota Division of Criminal Investigation. Steffen remains in state custody pending trial, which has not yet been scheduled. The charges are presumed allegations under federal law, and Steffen is entitled to the presumption of innocence until proven guilty in a court of law.
