Sullivan County Heroin Trafficking Ring, New York 2024

Eleven alleged members of three separate drug trafficking crews in Sullivan County, New York, were hit with federal charges today in White Plains, accused of flooding the region with heroin and crack cocaine. The indictments, unsealed this morning, mark the culmination of a sweeping investigation led by the FBI’s Hudson Valley Safe Streets Task Force in coordination with state and local authorities. Seven defendants were arrested in early-morning raids across Sullivan County, one was already in custody, and three remain fugitives.

The charges lay bare a network accused of operating with brazen precision, moving deadly narcotics through small towns and rural communities where addiction and overdose rates have surged. Federal prosecutors allege the defendants conspired to distribute massive quantities of heroin and crack, fueling a crisis that has devastated families and overwhelmed emergency services. Most of the accused are scheduled to appear before U.S. Magistrate Judge Judith C. McCarthy in White Plains federal court today.

Manhattan U.S. Attorney Preet Bharara didn’t mince words: “Every day, in communities around the country, we witness the devastating effects of the heroin trade.” Bharara credited the FBI and local partners for striking a blow against the pipeline feeding Sullivan County’s drug epidemic. “With today’s charges, we seek to help stem the flow of heroin and crack cocaine in Sullivan County.”

FBI Assistant Director-in-Charge William F. Sweeney Jr. emphasized the deadly toll of the drug trade. “Heroin is killing more people in this country than ever before,” Sweeney said, vowing to dismantle trafficking networks profiting from addiction. “The FBI Hudson Valley Safe Streets Task Force is doing everything we can to stop these dealers from using this potentially lethal drug so they can make money.”

Sullivan County District Attorney James R. Farrell hailed the arrests as proof of sustained cooperation between federal, state, and local law enforcement. “Today’s arrests mark our sustained and continued joint law enforcement effort to disrupt, dismantle, and destroy heroin trafficking organizations in Sullivan County.” He reserved special praise for the FBI task force and local police departments whose collaboration multiplied the operation’s impact.

State Police Superintendent George Beach, Sullivan County Sheriff Michael A. Schiff, and local police chiefs Scott Kinne and Robert Mir echoed the sentiment—this takedown was a team effort. “We are much more effective working together than separately,” said Sheriff Schiff. Chief Kinne called out the poison dealers inject into communities: “Heroin is poisoning our citizens, especially our youth.” The message from law enforcement was unified: those who profit from addiction will be hunted down and held accountable in court.
