Twelve suspects are behind bars following a federal crackdown on a sprawling drug operation that flooded four Western Washington counties with heroin, meth, and cocaine. Led by the DEA and FBI, the takedown culminated in 11 arrests across Washington and Nevada, with one already in immigration custody. The network allegedly funneled kilos of high-grade narcotics through businesses in Everett, Sedro-Woolley, and Mount Vernon — including a restaurant, auto shop, and car dealership used as fronts.
During a six-month investigation, law enforcement seized eight kilos of methamphetamine, two kilos of cocaine, and nearly a kilo of heroin. But yesterday’s raids turned up even larger scores: another two kilos of cocaine, over $180,000 in cash, and more than 20 firearms — including a loaded AK47 recovered in Mount Vernon. Agents executed 24 court-authorized search warrants across King, Snohomish, Skagit, Whatcom, Yakima, and Franklin Counties, dismantling what prosecutors call a tightly organized distribution machine.
The indicted face federal charges returned October 26, 2016, for conspiracy to distribute controlled substances across King, Snohomish, Skagit, and Whatcom Counties. Ten are charged by indictment, two by criminal complaint. Those now in custody include ERIC MARQUEZ, 24, of Mt. Vernon; HECTOR HUGO GARCIA-GUTIERREZ, 26; BALTAZAR REYES-GARCIA, 44, of Camano Island; ANGEL SERRANO-CARRENO, 29; HECTOR CONTRERAS-IBARRA, 32, of Pasco; and IVAN BETANZOS-TORRES, 26, all from Mt. Vernon.
Also arrested: PABLO CATANO, 36, of Renton; EDGAR GONZALEZ-TORREZ, 21; OSCAR LUNA-MERCADO, 31, of Everett; MIGUEL VALDOVINOS-CISNEROS, 18, of Kent; RIGOBERTO CASTELLANO-HERRERA, 26; and ANTONIO GOMEZ, 28, of Burien. All made initial appearances in U.S. District Court in Seattle. Defendants taken into custody in Nevada will appear there before transfer to the Western District of Washington.
This was an Organized Crime and Drug Enforcement Task Force (OCDETF) operation, funneling federal resources into a massive interagency effort. The DEA and FBI led the probe, working with the Whatcom Gang & Drug Task Force and Skagit County Inter-Agency Drug Task Force. Support came from Auburn PD, Snohomish County Sheriff’s Office, Mt. Vernon PD, Washington State Patrol, Whatcom and Skagit Sheriff’s Offices, Everett PD, Seattle PD, and regional drug task forces. HSI, CBP, and the Royal Canadian Mounted Police provided critical cross-border intelligence.
The case is now in the hands of Assistant U.S. Attorneys Kate Vaughan and Steven Masada. The charges are allegations; defendants are presumed innocent until proven guilty beyond a reasonable doubt in court. But with nearly a dozen suspects locked up, kilos of drugs off the street, and a military-grade rifle seized, federal prosecutors are treating this as a major strike against a violent, profit-driven drug syndicate rooted deep in Washington’s I-5 corridor.
