BEAUMONT, Texas – Federal agents have swept down on 32 defendants in a massive human trafficking ring that exploited workers in the Chinese restaurant industry. The suspects, charged with RICO and immigration violations, were accused of recruiting unauthorized aliens for labor in exchange for below-minimum wage pay and deplorable living conditions.
According to court documents, the alleged traffickers operated employment referral businesses out of Houston, charging exorbitant fees to Chinese restaurants in need of cheap labor. Workers, mostly from Mexico and Central America, were forced to work 12-hour shifts, six days a week, without overtime pay or benefits such as health insurance or sick leave.
The exploitation did not stop there. The defendants are also accused of subjecting workers to overcrowded living arrangements at substandard housing facilities, some with up to 18 people crammed into just 2,000 square feet. Workers were paid in cash and denied tips, effectively removing them from the legitimate workforce.
U.S. Attorney John M. Bales and Brian M. Moskowitz, special agent in charge of Homeland Security Investigations in Houston, announced the arrests today. The defendants face up to 20 years for RICO conspiracy charges and up to 10 years for immigration conspiracy charges if convicted.
Brian M. Moskowitz commented on the case, “The Hong Li Job Agency and the Tai Shan Employment Agency operated a ‘take-out and delivery service’ that delivered people, not food. Their actions pushed unauthorized immigrants further into the shadows and served as an attractor for illegal immigration.”
The investigation is ongoing, with federal agents continuing to seek justice for the victims of this heinous scheme.
