New York – In a scathing rebuke to the Trump administration, New York Attorney General Letitia James and a coalition of 20 other state attorneys general have demanded the immediate restoration of millions in Title X funds. These crucial federal dollars support family planning and reproductive health care services nationwide, including birth control and non-abortion healthcare.
On May 1, 2025, AG James and the coalition warned that the arbitrary termination of Title X funding by the U.S. Department of Health and Human Services (HHS) will have catastrophic public health impacts, leading to a surge in unintended pregnancies, sexually transmitted infections (STIs), and an increase in undiagnosed HIV cases and cervical cancer.
‘The federal administration continues to play politics with the lives of the American people,’ AG James declared. ‘By cutting funding to essential healthcare clinics, they are exposing millions to risk and shoving states into a financial quagmire. This shortsighted policy will have disastrous effects across our nation.’
HHS’s abrupt termination of funds on March 31 impacted nearly a quarter of all Title X clinics, leaving some states without federal family planning funding. AG James cited the devastating consequences of previous Title X cuts under the first Trump administration, which saw a more than 60 percent drop in patient numbers and many clinics forced to reduce or cease services.
The coalition emphasized that low-income and rural communities would bear the brunt of these cuts. The 2019 Title X reductions resulted in a significant decrease in patients served by federal poverty level and uncovered individuals, with states facing substantial financial burdens to cover the lost funds. Title X programs are vital in delivering affordable healthcare, with surveys showing they were the sole source of comprehensive medical care for 60 percent of their patients.
The Guttmacher Institute estimates that these cuts will lead to a loss of care for at least 834,000 patients annually, predicting higher rates of unplanned pregnancies and STIs. AG James and her coalition are calling on the administration to reverse this mistaken policy before it causes further harm.
