Ashland Man Admits Role in Brutal Labor Trafficking

ASHLAND, OH – Daniel J. Brown, 33, of Ashland, has confessed to his part in a horrifying labor trafficking conspiracy that held a woman with cognitive disabilities and her child captive, forcing the woman into brutal manual labor. Brown pleaded guilty to one count of conspiracy, admitting to a years-long scheme to dominate and control the victims, identified only as S.E. and B.E., alongside co-conspirators.

According to court documents, Brown conspired with Jordie L. Callahan, 26, Jessica L. Hunt, 31, and Dezerah L. Silsby, 21, all of Ashland, between August 2010 and October 2012. The indictment paints a gruesome picture of systematic abuse, alleging the group used violence, threats, sexual assault, humiliation, deprivation, and constant monitoring to maintain control over S.E. and B.E. As part of the plea agreement, Brown has agreed to fully cooperate with investigators, potentially testifying against his accomplices.

The alleged abuse was relentless and degrading. The indictment details horrific tactics employed by Callahan, Hunt, and Silsby, including physical beatings, threats of violence directed at both victims, and the terrifying use of pit bulls and snakes to instill fear. S.E. and B.E. were reportedly subjected to unsanitary living conditions, restricted access to basic necessities like food and bathroom facilities, and forced to endure unimaginable indignities – including being made to eat dog food and crawl on the floor while wearing a dog collar.

The most disturbing allegations center around Jordie Callahan. He allegedly pointed a firearm at S.E.’s head, threatening to kill her if she didn’t comply with demands for labor. Furthermore, Callahan is accused of forcing S.E. into multiple sex acts and threatening both S.E. and Hunt would kill her if she revealed the assaults. This level of predatory control and blatant disregard for human life underscores the depravity of the alleged crimes.

Callahan, Hunt, and Silsby are each facing a slew of charges: one count each of conspiracy to violate laws, forced labor, theft of government benefits, and acquiring a controlled substance by deception. Callahan and Hunt also face an additional charge of tampering with a witness. The prosecution is being handled by Assistant U.S. Attorneys Chelsea Rice and Thomas E. Getz, with support from Trial Attorney Victor Boutros of the Justice Department’s Human Trafficking Prosecution Unit. The FBI, Ashland Police Department, and Ashland County Prosecutor’s Office collaborated on the investigation.

While Brown’s guilty plea marks a step forward, the case remains ongoing for Callahan, Hunt, and Silsby. Sentencing for all defendants will be determined by the court after considering individual factors, including prior criminal records and the extent of their involvement. It’s crucial to remember that an indictment is not proof of guilt; the government bears the burden of proving guilt beyond a reasonable doubt at trial.
