Lancaster Man Hit with Obstruction, Perjury Charges

HARRISBURG, PA – Angel Luis Carrasco-Rivera, a/k/a Manuel Calcagno, 54, of Lancaster, is facing serious charges for obstruction of justice and perjury after his conviction for mail fraud. The United States Attorney’s Office for the Middle District of Pennsylvania announced the charges on November 2, 2016.

Carrasco-Rivera was already serving a 18-month sentence for obtaining over $102,000 through false unemployment compensation claims from 2008 to 2012. But today’s indictment reveals that he deceived federal court during his proceedings, lying about his identity to influence the sentencing decision.

According to United States Attorney Bruce D. Brandler, the lies were aimed at swaying the court’s judgment on his sentence for the mail fraud conviction. The investigation was led by the U.S. Department of Labor’s Office of Inspector General and the Office of Labor Racketeering and Fraud Investigations.

Assistant United States Attorney James T. Clancy is handling the prosecution. Indictments are allegations, and all defendants are presumed innocent until proven guilty in court.

The perjury charge carries a maximum penalty of five years imprisonment, supervised release, and a fine. The obstruction charge has a maximum sentence of 20 years imprisonment, supervised release, and a fine. Sentencing factors include the nature of the offense, defendant characteristics, and public protection needs.
