Parker S. Sikand, Child Pornography Distribution, NY 2024

Ballston Spa man Parker S. Sikand, 24, stood before federal court today and admitted to distributing, receiving, and possessing child pornography — including graphic videos of toddlers as young as 2-3 years old engaged in sexual acts. The plea, entered in Albany, New York, marks a grim milestone in a case that has drawn federal scrutiny for years.

Sikand’s crimes were committed while he lived in Troy, New York, during September and October 2012. Using an Internet peer-to-peer file-sharing network, he actively traded and downloaded illicit material, storing the evidence on a laptop and a separate hard drive. Investigators uncovered a digital trail that left no room for denial.

U.S. Attorney Richard S. Hartunian and FBI Albany Special Agent in Charge Andrew W. Vale confirmed the plea, underscoring the severity of Sikand’s actions. Distribution and possession of child pornography, especially involving infants, falls under the harshest penalties in federal law — and Sikand now faces the full weight of it.

Under sentencing guidelines, Sikand could spend anywhere from 5 to 20 years behind bars. He also faces a potential $250,000 fine, a lifetime of supervised release, and mandatory registration as a sex offender. The sentence will be determined by U.S. District Judge Mae A. D’Agostino, who is scheduled to impose judgment on March 23, 2017.

Federal prosecutors, led by Assistant U.S. Attorney Michael Barnett, built a case that relied heavily on digital forensics and network data tracing the exchange of files across the peer-to-peer platform. The FBI’s Cyber Division spearheaded the investigation, highlighting the evolving tools used to hunt predators in hidden corners of the Internet.

This case is a stark reminder: the distribution of child pornography is not a victimless crime. Every file traded represents real abuse, real children exploited. Sikand’s guilty plea brings one predator into the light — but the fight to dismantle these networks is far from over.
