Dennis Patrick Meehan Hughes, Child Pornography, TX 2023

Dennis Patrick Meehan Hughes, a 50-year-old former pediatric oncologist from Pearland, Texas, was sentenced to 84 months in federal prison for receiving, accessing with intent to view, and possessing child pornography. U.S. District Judge George C. Hanks Jr. handed down the sentence in Galveston, emphasizing the grotesque nature of the crimes and their role in perpetuating the abuse of children. The counts will run concurrently.

Hughes, once employed at The University of Texas M.D. Anderson Cancer Center, pleaded guilty on March 22, 2016, and has since been terminated from his position. At the time of his arrest on June 5, 2015, he was actively treating children with cancer—placing the betrayal of trust into stark relief. Federal agents executed a search warrant at his Pearland residence, seizing computers and digital storage devices loaded with illicit material.

Investigators uncovered 329 videos and 2,693 unique images of child sexual abuse tied directly to Hughes. Among the material were prepubescent girls with genitals lasciviously displayed, as well as images depicting young girls subjected to oral and vaginal penetration. Shockingly, evidence showed child pornography was also found on his work computer, raising serious concerns about access and conduct within a high-trust medical environment.

The case emerged from a sprawling federal crackdown targeting users of a now-shuttered TOR network website dedicated exclusively to distributing and advertising child pornography. After the arrest of the site’s administrator in February 2015, law enforcement traced over 1,000 U.S.-based IP addresses. One led straight to Hughes’ home. The FBI, Pearland Police, Texas DPS, and UT Police Department collaborated on the investigation.

In addition to his prison term, Hughes must register as a sex offender and will serve 10 years of supervised release. During that time, strict conditions will limit his access to minors and the internet. The court also imposed a $5,000 special assessment under the Justice for Victims Trafficking Act of 2015—a rare and severe penalty underscoring the gravity of his crimes.

The prosecution, led by Assistant U.S. Attorney Sherri Zack, was conducted under Project Safe Childhood, a DOJ initiative launched in 2006 to combat child sexual exploitation. The program combines federal, state, and local efforts to identify, rescue, and protect child victims while aggressively pursuing those who produce, distribute, or consume child pornography. Hughes is expected to voluntarily surrender to a Bureau of Prisons facility at a date to be determined.
