San Angelo Meth King Gets Life Behind Bars

LUBBOCK, TEXAS – Richard Jasso, 39, of San Angelo, is facing a lifetime in federal prison after Senior U.S. District Judge Sam R. Cummings delivered the sentence this morning. Jasso was convicted on one count of distribution and possession with intent to distribute 50 grams or more of methamphetamine, and aiding and abetting. The conviction stems from a major drug trafficking operation that saturated the San Angelo area.

U.S. Attorney John Parker of the Northern District of Texas announced the sentence, noting that the government successfully filed a notice of enhancement due to Jasso’s prior “felony drug offenses.” The court confirmed those convictions, triggering the mandatory life sentence with no possibility of parole. Jasso has been held in custody since his arrest on July 13, 2016, following an investigation that spanned months.

The case was cracked as part of a joint Organized Crime Drug Enforcement Task Force (OCDETF) operation. The DEA, the Texas Department of Public Safety, and the San Angelo Police Department combined forces to dismantle the methamphetamine distribution network. An indictment initially charged twelve individuals, primarily from the San Angelo region. Evidence presented at trial proved Jasso personally delivered 54 net grams of pure methamphetamine to a confidential informant working with the DEA, right in the heart of San Angelo.

Jasso isn’t the only one facing serious time. The government has now secured sentences for all twelve defendants originally named in the indictment. Rudolfo Ledesma Castaneda, Jr., 31, received 360 months. Nancy Ann Flores, 41, will serve 15 months. Adam Gabriel Castaneda, 30, was sentenced to 10 years. Daniel Roy Lombrana, 29, received 87 months, and Jesse Huerra, 31, also earned a life sentence. Antonio N. Flores, 52, will spend 70 months behind bars, while Bruno Rudolfo Velasquez, 32, got 60 months. Joe Lopez, III, 33, is facing 125 months, and Jose G. Montez, 38, received 151 months. Shayna Kaye McCann, 24, was handed a 10-month sentence. Charges were dropped against Silvia Prado, 36, of Austin, Texas.

This operation demonstrates the commitment of federal and local law enforcement to dismantling large-scale drug trafficking organizations. The DEA, ATF, Texas DPS, and the San Angelo Police Department all played critical roles in the investigation. Assistant U.S. Attorney Jeffrey Haag was the lead prosecutor on the case, bringing the full weight of the federal government against these criminals.
