Jackie R. Shelledy, 57, of Sedalia, Mo., is headed to federal prison for 25 years without parole after being convicted in a sprawling methamphetamine and prescription opioid trafficking ring that stretched from Kansas City to Springfield. The sentence, handed down by U.S. District Judge Roseann Ketchmark, marks the end of a years-long investigation into a network that flooded central Missouri with deadly drugs.

Shelledy was found guilty at trial on Nov. 2, 2018, for his role in a conspiracy that ran from Jan. 1, 2015, to Feb. 14, 2018. Court documents show he distributed or possessed at least 2.3 kilograms of methamphetamine and multiple prescription opioids. He bought and resold the drugs in Sedalia, Kansas City, Warsaw, and Springfield, operating as both a supplier and buyer in a cycle of addiction and profit.

At the heart of the operation was Shelledy’s connection to Teresa A. Wolfe, 53, also of Sedalia. Evidence presented at trial showed Shelledy sold meth and pills to Wolfe, who then passed them down the chain. In a twisted reversal, Shelledy also bought drugs from Wolfe. An undercover ATF agent made several controlled buys from Wolfe, helping build the case that eventually led to Shelledy’s arrest.

A search of Shelledy’s home on Feb. 13, 2018, turned up drug paraphernalia and a bottle of prescription pills under someone else’s name. But the evidence went beyond physical seizures: James “Manny” Smith, 56, of Clinton, Mo., testified he introduced Shelledy to a major meth supplier in exchange for a motorcycle. During that meetup, Shelledy walked away with a full pound—453.6 grams—of meth. Other uncharged witnesses said they sold him pound quantities over time.

The court also found Shelledy attempted to obstruct justice while awaiting trial. He tried to pressure a fellow inmate to lie under oath, claiming another witness had committed perjury. The attempt failed. Meanwhile, co-defendants are facing their own reckoning: Wolfe and Joseph E. Whitlow, 42, both of Sedalia, have pleaded guilty—Wolfe to 14 additional distribution counts, Whitlow to being a felon in possession of a firearm. Smith also pleaded guilty and testified against Shelledy.

Another co-defendant, Randall L. Rozier, 57, of Sedalia, was sentenced to 27 months without parole after admitting to being a drug user in possession of firearms. Officers found seven handguns on him during a routine traffic stop. The case was prosecuted by Assistant U.S. Attorneys Patrick Edwards and Emily A. Morgan, with investigation led by the ATF and Sedalia Police Department.
