Islands Mechanical Contractor Pays $1.1M for Fraud at Gitmo

Islands Mechanical Contractor, Inc. (IMC), a defense contractor operating at Naval Station Guantanamo Bay, has agreed to pay $1.1 million to settle federal civil claims alleging systematic fraud on military construction contracts. The U.S. Department of Justice says IMC inflated claims for standby and delay costs, submitting false data to justify payments for equipment and labor never used on the project.

IMC was hired to construct a facility at the high-security naval base, but delays triggered a series of requests for equitable adjustment totaling over $1.1 million. Federal investigators, including the Defense Contract Audit Agency (DCAA), found the claims were built on lies: the heavy machinery said to be idling on-site was either too old, never deployed, or actively working on unrelated jobs. The same deception extended to personnel—workers allegedly on standby were instead assigned elsewhere, and IMC falsified payroll records to cover the fraud.

The DCAA audit ripped apart IMC’s cost submissions, revealing that claimed equipment was not only unneeded for the project but had been diverted to commercial jobs. Age records were falsified to boost depreciation claims, further inflating the requested payouts. Labor hours were fabricated, with timesheets showing workers on standby status while evidence confirmed they were clocked in on other sites. These were not clerical errors—they were deliberate, coordinated fabrications meant to bleed taxpayer dollars.

“Protecting the integrity of services provided to our armed forces is a high priority for our office,” said U.S. Attorney Maria Chapa Lopez. “We will work vigorously to ensure that defense contractors fulfill their contractual obligations and do not inflate claims for payments so that our military can accomplish its mission.” The message is clear: war zones aren’t profit zones for crooked contractors.

NCIS Special Agent in Charge Thomas Cannizzo of the Southeast Field Office emphasized the broader danger: “Fraud is not a victimless crime, and puts our Sailors and Marines at greater risk. The American taxpayers are also victims as the blatant and wrongful misuse of American taxpayer dollars not only erodes the public trust but also diminishes the Department of Navy’s ability to obtain the best technology, services, and equipment for our brave military members.”

The case was investigated by the Naval Criminal Investigative Service, the Defense Contract Audit Agency, and prosecuted by Assistant United States Attorney Shea Gibbons. While IMC has agreed to the settlement, the Justice Department stresses that the claims remain allegations—no determination of liability has been made. But in the real world, a $1.1 million payout to the federal government speaks louder than legal semantics.
