Charleston Woman Pleads Guilty to Bank Fraud and Mail Theft

CHARLESTON, W.Va. – In a landmark plea deal, Samantha Miller, 36, of Charleston, West Virginia, admitted her guilt today in federal court for bank fraud and possession of stolen mail. Miller’s scheme involved altering stolen checks to cash them, which resulted in the unlawful acquisition of thousands of dollars.

The defendant traveled to numerous Kanawha County banks, presenting altered checks that she had stolen and manipulated. Her actions, announced United States Attorney Mike Stuart, were not only a financial crime but also a direct attack on the mail system’s integrity.

Miller’s brazen act was executed on January 28, 2018, when she successfully cashed an $800 check. However, her illegal activities came to light on February 9, 2018, when law enforcement discovered her with stolen checks from the United States mail. Despite knowing the nature of her possession, Miller continued to attempt altering the checks for financial gain.

United States Attorney Mike Stuart emphasized the significance of the mail system, stating, ‘Miller’s actions tied up investigative resources and undermined faith in the postal system.’ The case has been a logistical challenge for victims to rectify the fraud, causing distress and financial loss.

The defendant faces significant penalties, including up to 35 years in prison and a $1.25 million fine, when sentenced on January 21, 2021. In addition, Miller is required to pay restitution to the victim banks involved.

The investigation into Miller’s crimes was a collaborative effort between the United States Postal Inspection Service (USPIS), the Federal Bureau of Investigation (FBI), the Dunbar Police Department, and the West Virginia State Police. The case was presided over by United States District Judge Irene C. Berger, with Assistant United States Attorney Erik S. Goes handling the prosecution.
